摘　　要：为落实国铁集团“强基达标、提质增效、节支降耗、改革创新”工作目标,通过分析货装一体化管理基本成型、装卸区域中心站管理方式基本成型和装卸机械化自动化水平稳步提升等哈尔滨局集团公司装卸管理发展现状,从铁路装卸从业人员数量与素质不适应、车站管理作用不突出和装卸作业效率有待提高等方面剖析存在问题,提出哈尔滨局集团公司装卸管理方式优化对策,即:推进多措并举引进人才,推进装卸专业化垂直管理,推进生产组织一体化管理,达到提高哈尔滨局集团公司装卸作业效率和效益的目的。To implement the China Railway’s strategies of“strengthening the foundation up to standard,Improving quality and efficiency,economizing expense and reducing expend,as well as reforming and innovating”,this paper presents the current status of loading/unloading management in Harbin Group in terms of integrated management of cargo loading,management mode of the center station at loading area and the improvement of loading/unloading automation,and analyzes the problems of inadequate human resources,poor management role and low loading/unloading efficiency,etc.and proposes the strategies of improving the loading/unloading management,such as bringing in qualified personnel through various channels,promoting direct and professional management and the integrated management of production organization,so as to improve the efficiency and benefits of loading and unloading operations.
