摘　　要：突发公共卫生事件面前没有旁观者,是一场军民联合的总体战、阻击战,具有目标的一致性.军队救援力量具有响应时间短、机动速度快、工作作风过硬、救援能力突出等特点.地方救援力量具有防疫资源丰富、覆盖面广,加之身处于防控一线,掌握实时动态等特点.在武汉疫情面前,再一次证明,必须深入贯彻军民融合发展战略,着眼应急指挥管理体系平台化建设、应急力量体系模块化建设、应急信息体系共享化建设和应急法规体系完备化建设的模式,推进救援体系结构合理、功能配套、运行机制顺畅、法规制度完备、信息互联互通,实现军民救援力量深层次融合,提高军民在疫情面前的联合应对能力.There is no bystander in the face of publie health emergencies,which is a joint military and civilian battle with the consistency of objectives.From the perspective of military rescue forces,it has the characteristics of short re-sponse time,fast mobility,excellent work style and outstanding rescue capability.Local rescue forces have the charac-teristics of rich epidemie prevention resources,wide coverage,and being in the front line of prevention and control,mastering real-time dynamies.Especially the epidemie situation in W uhan once again proves that it is necessary to thor-oughly implement the development strategy of civil-military integration,focusing on the platform construction of emer-gency command and management system,the modularization construction of emergency force system,the sharin G con-struction of emergency information system and the completion of emergency laws and regulations system,so as to real-ize the rescue system.Improve the joint response capability of the military and the eivilian in the face of the epidemic.
