摘　　要：目的探索建立一套三级综合医院及其专科能力评价指标体系。方法通过文献调研掌握三级综合医院及其专科评价现状,研究三级综合医院及其专科能力的重要指标。采集此数据需要通过卫生健康行政管理部门的专有数据,基于准确、客观的病历档案数据,借助于各专科的专家进行问卷调查和访谈,确立评估指标体系。结果构建了包含诊疗能力、专科人才、科技水平和管理效能4个维度的三级综合医院及其专科评价指标体系。根据评价临床科室的性质,建立了基于代表性疾病、关键性技术和开展的主要项目,并结合相应工作量为主的评价方案。结论三级综合医院及其专科评价指标体系能够全面、科学、客观地反映三级综合医院及其专科的能力。Objective To explore the establishment of a set of indicators system to evaluate the ability level of tertiary comprehensive hospitals and specialties.Methods Through literature research,the current situation of hospital evaluation was grasped.It was found that the quality of medical treatment was an important index of tertiary comprehensive hospitals.Data collection on medical quality needed to be done through a proprietary medical record database.Based on the accurate and objective medical record data of the health administration department,and with the help of the professional committee of each specialty to carry out problem investigation and expert interview,the evaluation price system was established.Results The evaluation system included four dimensions,including diagnosis and treatment ability,specialized talents,scientific and technological level and management efficiency.According to the nature of clinical departments,the project of diagnosis and treatment based on representative diseases,key technologies and core is established,and the evaluation scheme with corresponding technical difficulty and workload as the main evaluation index is established.Conclusion The evaluation index system of tertiary comprehensive hospitals and specialties can comprehensively,scientifically and objectively reflect the ability level of tertiary comprehensive hospitals and specialties.
