德、法两国公立医院财政补偿机制及其对中国的启示——基于财政预算管理视角

摘　　要：在新医改方案明确政府财政投入责任的背景下,从财政预算管理全生命周期的视角,通过对德、法、中三国财政资金补偿决策、日常使用和监督政策的比较分析,系统总结各国在公立医院财政补偿中值得借鉴的经验做法,旨在实现公立医院财政补偿科学管理、优化政府资源配置、构建多元利益主体互相协同的动态补偿机制。In the context of the new medical reform clarifying the responsibilities of government financial support,the study compares the financial compensation mechanism in three countries through the analysis of decisions,daily use and supervision.Experience worth borrowing from are aimed at realizing scientific management of public hospital financial compensation,optimizing the allocation of resources,and constructing a dynamic compensation mechanism in which multiple stakeholders interact with each other.
