“三变”改革下的土地利用与农业经济增值增效研究

摘　　要：针对目前农村面临的"困局",在总结"三变"改革的内涵和理论依据的基础上,认为通过"三变"改革,土地利用与农业经济将在以下方面增值增效:土壤结构的改良、农田水利和农业机械化水平提升、有机农业建设的扩展、种植结构的进一步优化、土地规模经营的扩大、销售方式的改变、农业生产抗风险能力的提升、农民脱贫性收入载体的稳定、农村集体经济途径的扩宽.最后提出了加快"三变"改革的若干对策与建议.In view of the present rural"dilemma",this paper summarizes the connotation and theoretical basis for the"three changes"reform.By"three changes"reform,value-added synergies of Land Utilization and Agricultural Economy will be in the following aspects:the structure of the soil improving,water conservancy and agricultural mechanization level upgrading,the construction of organic agriculture expanding,the planting structure optimizing,land scale operation way enlarging,sales mode changing,anti-risk ability of the ascension of agricultural production increasing,farmers’poverty alleviation income carrier stabilizing and the rural collective economic way enhancing.In order to speed up the"three changes"reform,this paper further puts forward some countermeasures and suggestions.
