摘　　要：新型农村合作医疗参保费的征缴难度正逐年加大,文章基于L村的个案,采用定性研究的方法,发现新农合参保费用逐年递增,民众参保压力增大;医疗保险信息不对称,逆向选择风险凸显;资源配置不均衡,民众“可得性待遇”缺失。对此,借助生态系统理论,分别从微观、中观与宏观层面探讨农村社会工作介入的可为空间,提出通过不同的角色扮演,有针对性地化解新农合参保费征缴过程中所遇困境,进一步推动我国新农合参保费征缴进程。The difficulties in collecting the premiums of the new rural cooperative medical scheme(CMS)is increasing year by year.Based on the case of village L,this paper adopts the method of qualitative research to find out the following problems:the premiums of the new rural CMS is becoming higher and higher year by year to increase the pressure on the insured;the information of medical insurance is asymmetric so as to increase the risk of adverse selection;the resource allocation is unbalanced to render the missing of“available treatment”for the insured.In order to effectively deal with the above problems,this paper,on the basis of ecosystem theory,explores the intervention feasibility of the rural social work from the micro,meso and macro levels respectively,and then puts forward that different role-playing is likely to resolve the dilemma encountered in the process of new rural CMS premium collection,and to further promote the work in China.
