摘  要:学院战略规划是学院的行动向导。加州大学欧文分校健康科学学院建构了具有学院组织个性的战略目标、突出资源整合导向的战略行动、发挥指标衡量作用的战略监控与注重利益相关者的战略制定的战略规划。加州大学欧文分校健康科学学院以合法性审视为战略规划的前提,以竞争力提升为战略规划的重点,以利益相关者群体为战略规划的动力,积极推动战略规划的制定与实施。我国大学二级学院的战略规划要发挥作为手段与过程的作用,推进学院治理现代化;扩大合法性来源,获得广泛支持;重视整合资源,增强竞争力;寻求学科新的增长点,拓展知识创新空间。College strategic plans are colleges′action guide.Based on the analysis of the strategic plan of the College of Health Sciences of the University of California,Irvine,this paper finds that it has the following characteristics:the strategic objectives that reflect the organizational personality of the college,the strategic measures that highlight the integration of resources,the strategic monitoring that plays the role of indicators,and the strategy formulation that focuses on stakeholders.The logical relationship of the college′s strategic plan is as follows:taking legitimacy review as the premise,competitiveness promotion as the focus,and stakeholders as the driving force,so as to promote the formulation and implementation of the strategic plan.Strategic plans of secondary colleges of universities in China should play their roles not only as a means but also as a process to promote the modernization of college governance;include stakeholders and promote public interests;pay attention to the integration of resources to enhance the competitiveness of the college;seek new growth points of disciplines,and expand knowledge innovation space.
