摘　　要：日本是一个地震频发的国家,灾后恢复方面有着丰富的经验。新冠疫情作为重大公共突发事件,事件本身在灾害影响力、对交通运输的需求和政策制定等方面,和2011年3月11日日本地震(311地震)有很多相似之处。本文选取日本311地震作为典型案例,重点分析日本311地震后恢复经济过程中实施的交通运输政策,结合新冠疫情,提出相应的政策建议,供行业主管部门决策参考。As a country with frequent earthquakes, Japan has rich experiences in post disaster recovery. As a major public emergency, the pandemic coronavirus has many similarities with the March 11 2011 earthquake in disaster influence, demand for transportation and policy making. Therefore, this paper selected the 3.11 earthquake as a typical case, focused on the analysis of the transportation policies in the process of economic recovery after the 3.11 earthquake, combined with the pandemic coronavirus, put forward the corresponding transportation policy recommendations for the decision-making departments.
