浙江省国省道公路建设管理模式现状分析

摘　　要：随着公路建设项目管理模式逐步市场化,国省道公路项目的建设管理模式也在不断地探索与改进。通过对浙江省在建国省道公路建设项目调查分析,梳理传统建管模式的工作内容及现状问题,以及自管、代建+监理等新型建管模式在项目管理实施中的经验与不足。为加快推进国省道公路建设项目,前期各专项评估论证工作需同步推进、交叉进行、统筹安排;需要专业化、科学化的项目管理,同时管理主体职责明确、界面清晰,提高管理效率,节省管理成本。With the gradual marketization of highway construction management,the construction management mode of national and provincial highway projects is also constantly being explored and improved.The work content and current situation of traditional construction management mode were sorted out by investigating the under-construction-projects of national and provincial highways in Zhejiang Province.It also analyzed the experience and deficiencies of new construction management modes such as“Self-Management”mode and “Agent Construction+Supervision”mode in the implementation of project construction management.The preliminary evaluation and demonstration works need to be carried out simultaneously,cross-processed and coordinated.Specialized and scientific construction management is required,and the main management responsibilities and the working interface should be clear,which improves management efficiency and saves management costs.
