摘　　要：十年来我国在中外合作办学质量保障制度建设与发展方面取得突出成绩,总结了在质量保障方面推动中外合作办学发展方面的六大转变,分析了当前中外合作办学高质量发展面临的挑战,提出了构建新时代中外合作办学质量治理体系的思路,论述了以战略性大闭环治理框架和战术性小闭环治理体系构成的质量治理顶层框架。在此框架下,提出了以定期评估制度为核心的中外合作办学质量闭环治理系统的理论框架和实施路径,并就闭环治理系统中的核心内容、评估体系的改革举措等进行了论述。In the past ten years,China has made outstanding achievements in the construction and development of the quality assurance system for Chinese-Foreign Cooperation in Running Schools(CFCRS).This paper summarizes the six major changes in promoting the development of CFCRS in terms of quality assurance,analyzes the challenges faced by the current high-quality development of CFCRS,probes into the improvement measures,and puts forward the construction of a quality management system for CFCRS in the new era,discusses the top framework of quality management,which is composed of strategic large closed-loop governance framework and tactical small closed-loop governance system.Under this framework,this paper proposes the theoretical framework and implementation path of the closed-loop governance system of the quality of CFCRS with the periodic evaluation system as the core,and discusses the core content of the closed-loop governance system and the reform measures of the evaluation system,so as to provide reference for the modern research on the governance level and governance ability of CFCRS.
