福建省经济发展与节能环保支出关系的实证分析——基于福建省84个县市区面板数据

摘　　要：伴随着我国经济飞速发展,环境污染问题也愈加严重,如何做好可持续的经济发展已经成为当务之急,而经济发展和节能环保支出之间的相互影响作用关系也愈发引人关注。本文先运用图表分析福建省的节能环保支出现状,而后选取2011-2018年福建省84个县市区的地区生产总值和节能环保支出数据,建立面板向量自回归模型(PVAR),运用脉冲响应函数和预测方差分解刻画了福建省地区生产总值增速和节能环保支出增速动态关系。分析结果发现:从短期视角来看,福建省经济发展增速水平上升促进了节能环保支出增速的增长,而节能环保支出增速的增加对经济的发展增速无明显影响作用;从长期视角来看,经济发展增速水平对节能环保支出增速的作用趋于稳定,且节能环保支出增速对经济发展增速水平没有影响。With the rapid economic development of our country, the problem of environmental pollution is becoming more and more serious. How to do a good job of sustainable economic development is an urgent task, and the relationship between economic development and environmental protection expenditure is becoming more and more concerned. Based on the analysis of energy saving and environmental protection expenditure in Fujian Province from 2011 to 2018, a panel vector autoregressive model (PVAR) was established, and the dynamic relationship between energy saving and environmental protection expenditure in fujian province was characterized by impulse response function and variance decomposition. The results show that: (1) from the short-term perspective, the increase of economic development in Fujian Province has promoted the growth of energy conservation and environmental protection expenditure, while the increase of energy conservation and environmental protection expenditure has no obvious effect on the growth rate of economic development;(2) from the long-term perspective, the effect of economic development growth level on the growth rate of energy conservation and environmental protection expenditure tends to stabilize, and the increase of energy conservation and environmental protection expenditure has no effect on economic development.
