摘  要:目的:评价医疗服务价格政策实施阶段性效果,为推进医疗服务价格改革提供参考。方法:选择A地区二级、三级公立医院监测指标和全国平均水平进行对比分析。结果:医疗服务价格改革后,医疗机构总体收支平衡,破除以药补医政策初显成效,但各级、各类医疗机构补偿差异较大,公立医疗机构劳务型医疗服务价格无法补偿其人员成本消耗,医疗机构主要依赖检查检验收入补偿运营成本。结论:在收入总量控制的前提下,以价格平移、调整收入结构为主要政策工具,确定劳务型医疗服务价格补偿与人员成本消耗、日常运行消耗相平衡的价格补偿原则,通过减少资源消耗型医疗价格的边际贡献,落实检验不分方法定价,按医疗机构职能定位分级、分类制定适用于各级各类医疗机构医疗服务价格,构建以高频、主流、适宜技术为补偿主体的医疗服务价格体系。Objective Evaluating the implementation effect of medical service price policy,then provide reference for promoting the medical services price reform.Methods Make a comparative analysis by selecting data of the monitoring area of secondary and tertiary hospitals in area A and national average level.Results After the reform of the price of medical services,the overall revenue and expenditure of medical institutions has been balanced,and the policy of replenishing medicine with medicine has achieved initial results,but there are great differences in compensation among all levels and all kinds of medical institutions,the price of medical services cannot compensate for personnel cost consumption,and medical institutions mainly rely on inspection income to compensate for operating costs.Conclusion Under the premise of total income control,take price translation and adjustment of income structure as the main policy tools,and determine the principle of price compensation to balance labor-oriented price compensation with personnel cost consumption and daily operation consumption,By reducing the marginal contribution of resource consuming pricing,implement pricing methods for inspections,and formulate a medical service price system which is suitable for all levels and types of medical institutions,with high frequency,mainstream and appropriate technology as the main body of compensation.
