长期护理保险制度的国际比较与启示--基于社会福利政策分析框架

摘　　要：当前我国长期护理保险制度还处于试点探索阶段,国外有益经验对国内长期护理保险制度的构建具有一定的借鉴意义。在吉尔伯特社会福利政策分析框架指导下,文章分别从社会福利的分配基础、供给类型、输送策略和资金来源四个维度对美国、德国和日本三国的长期护理保险制度进行分析和比较,从而总结出构建长期护理保险的经验与启示。At present, China’s long-term care insurance system is still in the pilot stage of exploration.Under the guidance of Gilbert’s social welfare policy analysis framework, this paper analyzes and compares the long-term care insurance systems of the United States, Germany and Japan from four dimensions of social welfare distribution basis, supply type, transportation strategy and fund source, and summarizes the experience and enlightenment of constructing long-term care insurance.
