“共建共治共享”理念下全国少数民族传统体育运动会的治理

摘　　要：全国少数民族传统体育运动会是展现我国各民族交往交流交融的重要场域,也是加强民族团结的盛会。但目前其政治、经济、文化和社会等价值没有被充分挖掘,社会关注度不高,需要探索出一条治理路径。采用田野调查法和文献资料法,通过引入“共建共治共享”的理念进行分析后,研究认为:全国民运会的治理需改变政府主导的自上而下模式,应将政府、社会组织、学者、民众等多元主体纳入治理体制中,共建民运会的各种制度;各级政府、政府各部门应充分联动,在积极吸收民众参与的基础上,对民运会进行治理;民运会产生的民族文化的发展、民族团结的情谊和民族伟大复兴的理想等成果也需要全国各民族,乃至全球华人共享。总之,全国民运会应调动中华民族全体成员的积极性,将“共建”“共治”“共享”三者有机结合,“找到最大公约数、画出最大同心圆”,使其成为铸牢中华民族共同体意识和参与全球体育治理的利器。The National Minority Traditional Sports Games is an important venue for demonstrating the exchanges and interactions between the various ethnic groups in our country,as well as a grand event to strengthen national unity.However,the political,economic,cultural,and social values have not been fully tapped,and there have little attention,so we should explore a path to government the sports games.Based on field investigations and literature collection,the analysis through the introduction of the concept of“co-construction,co-governance,and sharing”suggests that the governance of the games need to change the top-down model led by the government.Instead,governments,social organizations,scholars,and the public should be included in the governance system to build the various systems of the governments at all levels and various departments should fully cooperate with each other to govern the Games on the basis of actively absorbing the participation of the people;the results of the development of the national culture,the friendship of national unity,and the ideal of the great national rejuvenation produced by the National Games also need to be shared by all nationalities and even the Chinese in the world.In short,the National People’s games should mobilize the enthusiasm of all members of the Chinese nation,organically combine“co construction”,“co governance”and“sharing”to“find the greatest common divisor and draw the largest concentric circle”,so as to make it a powerful tool to cast a strong sense of the Chinese nation’s community and participate in the global sports governance.
