公共管理学是一门借来的学科吗——对《中国行政管理》与邻近学科期刊互引情况的分析

摘　　要：引文分析有助于评判学术研究的品质与影响力。文章对《中国行政管理》与政治学、法学、经济学、社会学和管理学等5个邻近学科顶尖期刊的相互引用情况(2000-2019年)进行定量分析,探讨中国公共管理学科的自主性、开放性和学术影响力。分析结果显示:中国公共管理学对邻近学科的引用强度较高,但这些邻近学科对公共管理学科的引用强度并不显著。这表明公共管理学科对其他学科的影响力总体偏弱,而受到其他学科的影响较大。这种贡献与汲取的不对称性,意味着中国公共管理学的研究品质有待提升,学术影响力亟待增强。中国公共管理学是一门相对独立的学科,为关涉公共事务的跨学科研究提供了场域,对其他学科的影响也日益增强。在巩固学科独立地位的同时,如何强化本学科对其他学科的知识输出,是未来学科建设需要特别关注的重大问题。In this article,we use citation analysis to examine the links between Public Administration(PA)journals and that of five sister disciplines from 2000 to 2019,including political science,jurisprudence,economics,sociology,and business.The results show that PA could not be seen as a borrowed discipline.The impacts of PA on other disciplines are weak,and its link with other disciplines are not equivalent.We find that the connections between PA and its sister disciplines have been increasing in the past decades,and its links with political science and sociology are strongest.The results suggest that PA is a relatively independent discipline,and its impacts on other disciplines have been improving over time.Given its relatively independent niche in social sciences,it is critical for PA to boost its intellectual impacts on other disciplines.
