摘  要:从集体行动困境的角度,解释了公共体育产品治理过程中的"搭便车"行为,并梳理了中国公共体育产品治理形成过程,分析了中国公共体育产品存在的集体行动困境,并从制度构建层面提出了治理路径。分析认为:集体行动逻辑下,多元主体参与的中国公共体育产品治理存在新兴主体专业性不足,公共体育资源利用无度,公共体育政策执行失范,公共体育产品治理效率缺失,公共体育秩序混沌失序等集体行动困境问题;培育社会及市场主体,健全运行机制;明晰治理主体产权,确定各自责任;深化市场决定性作用,降低外部性;明确共同目标,建立协商机制;理性激励,形成合力是破解我国公共体育产品治理集体行动困境的有效路径。From the perspective of collective action dilemma,explains the―free-riding‖phenomenon in the process of public sports product governance,combed the formation process of public sports product governance in China,analyzes the collective action dilemma of Chinese public sports products,Pointed out that System construction is an effective way to solve the problem of collective action;Research suggests that China’s public sports products management of collective action generated from the planned economy period,government control are the single main body,in the socialist market economy period,the government,society and market are the main governance body;in the logic of Collective action,the multiple subjects governance of Chinese public sports products,there are Emerging subject professional deficiencies,public sports resource utilization,public sports policies anomie,lack of public sports products management efficiency,public sports order chaotic disorder;Cultivate social and market subjects and improve the operation mechanism;Clarify governance principal property rights and determine their respective responsibilities;To deepen the decisive role of the market and reduce externalities;Identify common goals and establish consultative mechanisms;Rational motivation,forming synergy is the effective way to solve the collective action dilemma of public sports products in China.
