基于PESTEL模型的西藏赛马节发展战略环境分析

摘　　要：目的探讨西藏赛马节发展的外在环境和内在环境,为西藏赛马节健康可持续发展提供参考依据。同时借助西藏在"一带一路"倡议中的有利地理位置,深入挖掘西藏赛马节的经济效益、社会效益、文化效益和旅游效益,加速推进西藏赛马节"走出去"发展。方法综合运用文献资料、实地调研等方法搜集西藏赛马节的相关资料和文献,借助PESTEL分析模型对西藏赛马节发展的政治(Politics)、经济(Economy)、社会(Society)、技术(Technology)、环境(Environmental)、法律(Legal)环境因素进行深入分析。结果和结论基于PESTEL模型的西藏赛马节发展战略如下:(1)保驾护航:西藏政府和相关部门出台和制定符合西藏地域特色的赛马节政策;(2)夯实基础:大力促进西藏体育消费水平和赛马消费经济;(3)重塑价值:发挥西藏赛马节的历史传统和社会效益;(4)适应局势:利用现代技术加快西藏赛马节的转型发展;(5)保护环境:加强西藏赛马节的环境保护和西藏生态文明建设;(6)公平比赛:加强西藏赛马节的比赛规则制定和确保比赛的公平性。Objective To explore the external environment and internal environment of Tibet Horse Racing Festival,and provide reference for the healthy and sustainable development of Tibet Horse Racing Festival.At the same time,with the favorable geographical position of Tibet in the―Belt and Road Initiative‖initiative,the economic,social,cultural and tourism benefits of the Tibet Horse Racing Festival will be further explored,and the development of the―Horse Out‖of the Tibet Horse Racing Festival will be accelerated.The method uses literature,field research and other methods to collect relevant information and literature of Tibet Horse Racing Festival,and uses PESTEL analysis model to develop Politics,Economy,Society,Technology,and Environmental(Environmental)and Legal(Legal)environmental factors are analyzed in depth.Results and conclusions The development strategy of the Tibet Horse Racing Festival based on the PESTEL model is as follows:First,escort:the Tibetan government and relevant departments have issued and formulated the horse racing festival policy in line with the characteristics of Tibet.Second,lay a solid foundation:vigorously promote the level of sports consumption in Tibet and Horse racing consumption economy;Third,reshape value:play the historical tradition and social benefits of Tibet Horse Racing Festival;Fourth,adapt to the situation:use modern technology to accelerate the transformation and development of Tibet Horse Racing Festival;Fifth,protect the environment:strengthen Tibet Horse Racing Festival Environmental protection and construction of Tibetan ecological civilization;sixth,fair competition:strengthen the rules and regulations of the Tibet Horse Racing Festival and ensure the fairness of the competition.
