摘 要:【目的/意义】从智慧城市发展中的公共服务角度探讨数据在城市治理中的应用路径及方法,探讨以数据采集、数据关联为驱动,以公共服务需求为导向,以提升智慧城市公共服务效能为目标的城市治理新模式。【方法/过程】采用城市居民消耗公共服务的行为数据、诉求数据及贡献数据动态勾勒城市公共服务的实际供需状况,并提炼用户特征,明确用户标签,为城市公共服务的供给决策提供更有参考价值的信息获取路径。【结果/结论】构建了智慧城市公共服务数据动态画像模型,并将该模型扩展应用到智慧城市治理的多个层面,打造城市数字空间,提升智慧城市可持续发展的能力。【Purpose/significance】This paper makes a research on the application of data in urban governance and establish,and explores the new urban governance model which is driven by data collection and data association,guided by demand for public service and aimed at improving the public service effectiveness from the perspective of public service in the development of smart city.【Method/process】Behavioral data,demand data and contribution data on public services consumption of urban residents are adopted to outline the actual supply and demand of urban public services dynamically,summarize the features of the users and clarify the user labels,so as to provide more valuable information for the supplying policy-making of urban public service.【Result/conclusion】This study constructs a dynamic portrait model of smart city public service data,and apply it into multiple levels of smart city governance,to create a urban digital space and enhance the sustainability of smart city.
