摘 要:[目的/意义]政策要求扩大面向科技型中小企业的创新服务供给,竞争情报是创新服务供给的重要内容之一。开展政府购买中小企业竞争情报服务模式研究,为图情机构承接政府购买的中小企业竞争情报服务提供借鉴。[方法/过程]采用案例研究方法,对长沙市购买湖南省科学技术信息研究所的中小企业竞争情报服务案例进行提炼,形成政府购买中小企业竞争情报服务模式。以怀化市购买中小企业竞争情报服务案例作为实证,对中小企业竞争情报服务模式加以验证。[结果/结论]系统分析政府购买中小企业竞争情报服务模式,明晰各主体的责任和主要任务,构建政府出资采购,服务承接主体通过"资源导入+方法培训+一对一辅导"为企业培养情报团队,企业情报团队生产竞争情报产品,服务评估主体开展绩效评估的中小企业竞争情报服务模式。实证证明政府购买中小企业竞争情报服务模式的可行性和有效性。[Purpose/significance]The policy requires to expand the supply of innovation services for technological Small and Medium-sized Enterprises(SMEs),and competitive intelligence is one of the important contents of the supply of innovation services.To carry out the research on the government purchase of competitive intelligence service model for SMEs,and provide reference for the library and information institutions to undertake the government purchase of competitive intelligence services for SMEs.[Method/process]Based on case study method,this paper abstracted the case of Changsha purchasing the competitive intelligence service for SMEs,from Hunan Institute of science and technology information,and formed the government purchase of competitive intelligence service model for SMEs.Then the paper took Huaihua City9 s purchase of competitive intelligence service for SMEs as an empirical study to verify the competitive intelligence service model for SMEs.[Result/conclusion]The paper systematically analyzed the government purchase of competitive intelligence service model for SMEs,clarified the responsibilities and main tasks of each subject,constructed the government funded procurement,and the service organization undertaking subject cultivated the intelligence team for the enterprise through w Information resource import+intelligence method training+Individualized counseling”,the enterprise intelligence team produced competitive intelligence products,and the service assessment subject developed performance evaluation of the competitive intelligence service.The empirical results proved the feasibility and effectiveness of the government purchase of competitive intelligence service model for SMEs.
