万联时代层累式信息分化及因应策略

摘　　要：万联时代是对当代信息技术发展所形塑的特定时代的理想类型化称谓,是由更加先进的信息技术引致社会加速变迁的结果。在万联时代,不仅信联时代因绝对网络区隔造成的信息分化依然存在,而且将使信联时代的信息分化呈现某种强化的趋势,并形成一种因相对网络区隔造成的层累式信息分化。社会不仅存在能否上网的绝对网络区隔和信息鸿沟扩大问题,而且会出现一种能够上何种网络、能够享受何种网络服务,以及能否利用万联网创造财富、获得权力、赢得声誉,以取得较高社会地位的相对网络区隔和信息鸿沟深化问题。这两者将成为万联时代信息分化层累化的重要因素和关键指标。在万联时代即将到来之时,不仅要通过拥抱万物互联以促进经济社会的快速发展,而且要关注信联时代的既有落伍者和万联时代的新落伍者,并为其提供共享发展的机会。The Age of Wanlian or universal connection is a term coined to refer to an idealized age shaped by advancements of up-to-date information technology,or the result of accelerated changes of society brought about by more advanced information technology.In this age,the stratification of information caused by absolute isolation of networks not only continue to exist,but also shows a tendency of getting intensified,to the extent that a differentiation of stratification of information caused relative isolation of networks starts to appear.Problems like access to internet or certain absolutely isolated networks make the information gaps even greater,along with problems caused by relative isolation of networks like what websites are accessible,what network services are available,and whether it is possible to create wealth,gain power,fame and status through connection to certain web⁃sites.These two sets of problems are key factors or indicators of the differentiation of stratified information in the Age of Wanlian,which is well on its way.We should embrace this age of universal connection with open arms for speedier economic development,but at the same time we must not be blind to the fact that just as there are people who lag behind in the age of information,there will be people who will lag behind in the age of Wanlian.So efforts should be made to give them opportunities to share benefits of development.
