医疗服务价格改革背景下单病种收费模式研究

摘　　要：推动医疗服务价格改革,是全面深化医药卫生体制改革的重要任务之一。而在医疗服务价格改革过程中,推广实施单病种收费模式则是医改的重要内容。本文通过对单病种收费模式进行研究,梳理出当前单病种收费存在的一些问题。例如,单病种价格计算复杂,单病种收费缺乏统一的规范标准;医务人员对开展单病种收费的积极性不高;单病种收费的进入—退出机制尚不完善。对此,本文提出如下政策建议:探索制定科学、合理的单病种收费标准;鼓励医务人员采用单病种收费模式;加强对单病种收费过程的监督和管理;利用大数据信息化技术手段探索完善单病种收费模式。Promoting the reform of medical service prices is one of the critical tasks to deepen the medical and health system's reform comprehensively.In medical service price reform,the promotion and implementation of a single disease charging model is an essential part of the medical reform.This article researches the single-disease charging model and finds that there are some problems.For example,the calculation of single-disease prices is complicated,and single-disease fees lack a unified standard;medical staff is not very enthusiastic about charging single-disease fees,and so on.In this regard,this article proposes the following policy recommendations:explore and formulate scientific and reasonable single-disease charging standards;encourage medical staff to adopt single-disease charging models;strengthen the supervision and management of the single-disease charging process;use big data information technology to explore and improve the single disease charging model.
