摘 要:超大型城市群一体化发展面临更复杂的火灾危险源分布和更加紧密的消防治理需求。结合城市群区域规划、经济发展和产业布局、人口流动与积聚,顺应国家治理体系建设和应急管理体制改革发展趋势,提出了包括消防治理制度机制体系、组织结构、组织运行机制、保障与激励机制、监督评价机制的超大型城市群消防治理体系。将消防治理理念融入城市群协同发展,克服行政区划的碎片化弊端,推动城市群内部城市间和交界地区的协同联动,提出了城市群火灾风险管理体系、综合性消防救援体系、多主体跨地域全天候的城市群现代化灭火救援体系。借助市场经济调控、智慧城市、人工智能、交通互联建设等便利条件,提高区域预防和抵抗火灾风险的协同能力。The process of collaborative integration of super-large urban agglomerations faces more complex distribution of fire hazard sources and tighter fire rescue needs.Combined with the regional planning,economic development and industrial layout,population mobility and accumulation,a firefighting governance system for super-large urban agglomerations was proposed,conforming to the national governance system construction and emergency management system reform trend.The system includes fire institution and mechanism system,organization structure,organization operation mechanism,support and stimulation mechanism,supervision and evaluation mechanism.The concept of firefighting governance should be integrated into the coordinated development of urban agglomerations to overcome the disadvantage of the fragmented administrative division.A multi-subjects and all-weather modern firefighting and rescue system for urban agglomerations made up of fire risk management system,comprehensive fire rescue system is proposed so as to synergize all the convenient conditions such as market economy regulation and control,smart cities,artificial intelligence and traffic interconnection construction to improve the collaborative capacity of regional prevention and resistance to fire risks.
