学术论文发表与学术期刊出版的路径选择及其启示

摘　　要：学术论文写作与发表、学术期刊出版是科学研究的重要组成部分。论述了现阶段由于各种评价、晋升、聘用体制机制的影响,学术论文作者、学术期刊为实现自身价值最大化而选择的发表、出版路径及其原因。指出这样的路径选择,多数被美英主导的学术评价体系左右,导致我国的学术论文发表和期刊出版与科技、经济发展脱节。期刊出版管理部门应本着内容为王的原则,以有利于增强国家科学技术实力为宗旨,对学术期刊的出版资源进行适时、合理调节。Academic paper writing and publishing,academic journal publishing are important parts of scientific research.This paper discusses the publication paths and the reasons why academic paper authors and academic journals choose to maximize their value due to the influence of various evaluation,promotion,and employment mechanisms currently.At present,their path choice has been dominated by the academic evaluation system led by the United States and Britain,which leads to the disconnection between the publication of academic papers and periodicals and the development of science,technology and economy in China.It is suggested that the journal publishing management department should,based on the principle of treating the content as the king,aiming at creating a strong national science and technology soft power,adjust the publishing resources of academic journals timely and rationally.
