城市能级提升下资源型城市转型发展研究——以铜陵市为例

摘　　要：城市发展应该贯彻新发展理念,持续提升城市能级和核心竞争力,已经成为新时代提升城市综合实力和辐射力、影响力的重要理念。对于资源型城市而言,实现转型发展和能级提升的同向同行,是城市可持续发展的关键。本文通过重点考量城市发展的经济能级、创新能级、开放能级和支撑能级建立城市能级评价指标体系,进一步解读中心城市、中小城市、小城镇城市能级的差异性构成,结合铜陵市实例分析,从加速产业升级、推进产城一体、提高经济密度、增加创新浓度等方面提出资源型城市转型发展路径。Urban development should implement the new development concept,and continuously improve the city’s energy level and core competitiveness.It has become an important concept in the new era to enhance the city’s comprehensive strength,radiation,and influence.For resource-based cities,achieving the same direction of transformation and energy level improvement is the key to sustainable urban development.This paper establishes the evaluation index system of urban energy level by focusing on the economic energy level,innovation energy level,open energy level and supporting energy level of urban development,and it further interprets the differential composition of energy levels in central cities,small and medium-sized cities,and small towns.The case analysis of city proposes the transformation and development path of resource-based cities in terms of accelerating industrial upgrading,promoting the integration of industry and city,increasing economic density,and increasing the concentration of innovation.
