海洋文化遗产文物保护规划编制方法初探——以《甘泉岛遗址保护规划》为例

摘　　要：近年来,伴随我国水下考古水平不断提高,以岛礁遗址和水下沉船为主的我国各类海洋文化遗产情况逐步明晰。同时,海洋文化遗产作为我国新兴而特殊的不可移动文物类型,如何基于正在修订的《中华人民共和国水下文物保护管理条例》开展保护管理工作,将是下一步要着重关注并解决的问题。文章结合“甘泉岛遗址保护规划”项目编制工作,参照全国重点文物保护单位保护规划的编制要求,尝试探索了岛礁类海洋文化遗产文物保护规划的研究与编制方法,为进一步促进我国海洋文化遗产的保护与管理工作提供借鉴。Continuous technological improvement of underwater archaeology in China in recent years has enabled discovery of various marine cultural heritage resources,essentially reef sites and shipwrecks.The current emphasis is on how to implement protection and management practices regarding this novel and particular type of immovable cultural relics based on the“Regulations of the people’s Republic of China on the protection and management of underwater cultural relics”.Drawing on the drafting of the“Ganquan Island Heritage site conservation plan”,and in line with document preparation requirements for conservation planning of important heritage site under state protection,this paper explores the approaches to researching and drafting of conservation planning of island and reef marine cultural heritage,and to provide useful insights for further protection and management of marine cultural heritage in China.
