信息化时代反恐情报工作的创新、挑战与启示:基于对美国的分析

摘　　要：[目的/意义]以人工智能为重要内容的信息技术对重塑反恐情报发挥了重要的影响。充分借鉴美国在利用大数据、人工智能技术开展反恐情报创新计划中所取得的经验,吸取其教训,对于加强我国反恐情报建设意义重大。[方法/过程]通过对美国政府机构披露的公开信息、智库报告、学术论文和媒体报道等渠道信息的综合分析,筛选并介绍美国利用大数据与人工智能技术开展反恐情报创新计划的典型项目,分析其中的特点及面临的挑战。[结果/结论]以大数据与人工智能为核心技术的美国反恐情报创新项目在体制背景、指导思想、工作模式、技术手段等方面都具有十分鲜明的特点,但同时在体制、伦理、法律、技术、战术等方面,也面临着诸多的挑战。中国应当充分认识技术革命带来的机遇,同时预见并应对挑战,积极利用新技术创新反恐情报体系。[Purpose/Significance]The modern information technology in which the artificial intelligence is a major element plays an important role in shaping counterterrorism intelligence.It's imperative for China to know how other countries like the US have applied the technologies such as Big Data and AI in the field of counterterrorism intelligence,and to learn what they have gained and what lessons they have learned.[Method/Process]Based on the open source information such as the publications of US government,reports of think tanks,academic papers,and the media coverages,this paper selects and analyses several typical projects implemented by the American entities in which the data mining and AI are used.The characteristics and the challenges are also outlined.[Result/Conclusion]The programs to innovate counterterrorism intelligence of the US has achieved a lot in terms of institutional background,guiding ideology,working model,and technological instrument,while facing some obvious challenges in the dimensions such as bureaucracy,ethics,law,technology and tactics.In order to build up the effective counterterrorism intelligence system,China needs to foresee the opportunities caused by the technology revolution and meanwhile to be ready for the challenges thereafter induced.
