摘　　要：党的十九届四中全会的胜利召开,在新时代中国特色社会主义建设进程中,具有极其重要的里程碑地位和引领作用。全会审议通过的《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》(以下简称《决定》),不仅是对习近平新时代中国特色社会主义思想的全面贯彻响应,也是在百年未有之大变局下中国在发展道路和改革方向上对全世界的有力积极回应。《决定》将公有制为主体、多种所有制经济共同发展,按劳分配为主体、多种分配方式并存,社会主义市场经济体制三项制度并列,作为社会主义基本经济制度的三支柱,是对社会主义基本经济制度做出的新概括,赋予了社会主义基本经济制度全新内涵。The Fourth Plenary Session of the Nineteenth CPC Central Committee marked a milestone and played a leading role in the course of building socialism with Chinese characteristics in the new era.The meeting deliberated and adopted The Decision of the CPC Central Committee on Major Issues Concerning Upholding and Improving the System of Socialism with Chinese Characteristics and Advancing the Modernization of China’s System and Capacity for Governance(hereinafter referred to as the“D ecision”).This dem onstrates thorough implementation and support of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,as well as a strong and proactive response to the world in terms of China's development path and reform against the backdrop of profound changes unseen in the past century.The Decision juxtaposes the system of upholding the dominant role of the public ownership while allowing for different economic activities in diverse forms of ownership,the system o f multiple modes of distribution with“to each according to his contribution”as its principal form,and the system of socialist market economy,as the three pillars of China's basic socialist economic system.It embodies a new summary of and injectsa new connotation into the basic socialist economic system.
