摘　　要：【目的】:新疆作为我国主要的原料奶生产基地,是全国公认的"黄金奶源带"。从源头抓好学生饮用奶产品质量,建立完善的奶源基地管理规范至关重要,为进一步完善奶源基地的管理,为奶源基地提供更加科学合理、规范明确、具有可操作性的系统管理规范,进而稳定奶业发展提高国民营养水平和身体素质。【方法】:本研究通过对现行有效的《T/DAC002-2017学生饮用奶奶源基地管理规范》与《新疆维吾尔自治区学生饮用奶奶源基地申报管理办法》中的养殖场厂址、布局、设施设备、繁育饲养管理、疾病防控等关键内容进行系统分析比较,寻找差异。【结果】:笔者认为《T/DAC002-2017学生饮用奶奶源基地管理规范》具体规定较为全面,比《新疆维吾尔自治区学生饮用奶奶源基地申报管理办法》更为细致,更为直观地提出奶源基地建设、管理、申报必须具备的条件。【结论】:因此,建议各奶源基地严格按规范要求管理生产,提高管理水平,确保原料奶质量安全可控,提高奶源基地的生产水平,提高养殖效益。[Objective]As the main raw milk production base in China,Xinjiang is nationally recognized as the"golden milk source belt".It is of great significance to monitor the quality of students’milk products from the source and to establish a perfect management standard for milk source base.In order to further improve the management of milk source base,provide more scientific,reasonable,standardized,operable and systematic management norms for milk source base,so as to stabilize the development of dairy industry and improve the national nutrition level and physical quality of students.[Method]According to the current documents of T/DAC002-2017 Regulations for Management of School Milk Source Base and Administrative Measures of Xinjiang Uygur Autonomous Region for the Declaration of School Milk Source Base,the key contents of farm site,layout,facilities and equipment,breeding and feeding management,disease prevention and control and other key contents were systematically analyzed and compared.[Result]Results showed that the specific provisions in T/DAC002-2017 Regulations for Management of School Milk Source Base were more comprehensive and detailed than those in Administrative Measures of Xinjiang Uygur Autonomous Region for the Declaration of School Milk Source Base,the former put forward the necessary conditions for the construction,management and application of milk source base.[Conclusion]Therefore,it was suggested that each milk source base should manage milk production strictly according to the standard requirements,improve the management level,ensure the quality safety of raw milk,so as to improve the production level of milk source base and to improve the production benefits.
