摘　　要：新时代我国已进入以城乡融合高质量发展为主要趋向和以城市群高集聚效应带动为主要特征的发展阶段。推进城乡融合高质量发展是构建“城镇—乡村”地域系统经济社会大循环体系和促进经济高质量发展的战略支点和重要平台。推进城乡融合高质量发展的最大存量、增量和变量在于“绿色化”,资源、产业、空间、科技、金融、政策的绿色变革对城乡发展产生了全局性影响;而制约城乡融合高质量发展的最大短板、弱项和问题在于长期以来形成的“非绿色化”经济模式、生活方式、产业结构、空间布局带来的城乡资源消耗、环境污染、生态退化等难题未能得到根本性解决。面对全球经济大变局和推动形成以国内大循环为主体的新发展格局大背景,“十四五”时期要继续坚持生态优先、绿色发展,把经济高质量发展的重点放在城乡融合高质量发展上,把城乡融合高质量发展的重心放在构建城乡经济社会绿色循环体系、挖掘城乡绿色经济增长潜力和破解城乡环境污染相互叠加的难题上,从“新阶段—新理念—新格局”的战略高度深化城乡融合高质量发展的“绿色化”内生逻辑和内在意蕴认识,坚持正确的战略原则,从“规划—主体—产业—空间—制度”协同集成上设计城乡融合高质量发展的“绿色化”推进方案,形成城乡融合发展的绿色增长新空间和绿色发展新格局。In the new era,China has entered the development stage with the main trend to the high-quality development of urban-rural integration and the main features to the high agglomeration effect driven by urban agglomerations.Promoting the high-quality development of urban-rural integration is the strategic fulcrum and important platform to construct the economic and social circulation system of"urban-rural"region and promote the high-quality economic development.The biggest stock,increment and variable to promote high-quality development of urban-rural integration are"greening",the green changes in resources,industry,space,science and technology,finance and policy have a overall impact on urban and rural development.However,the biggest weakness and problem restricting the high-quality development of urban-rural integration lie in the fact that the overlapping problems of urban and rural resources consumption,environmental pollution and ecological degradation caused by the long-term"non-green"economic model,lifestyle,industrial structure and spatial layout have not been fundamentally solved.Therefore,facing the background of the great changes in the global economy and promoting the formation of a new development pattern with the major domestic circulation as the main body,during the 14th Five-Year Plan period,we should continue to adhere to ecological priority and green development.The focus of high-quality economic development should be on the high-quality development of urban and rural integration.The focus of high-quality development of urban-rural integration is to build a green cycle system of urban and rural economy and society,tap the growth potential of urban-rural green economy,and solve the problem of overlapping urban-rural environmental pollution.From the strategic height of"new stage,new concept and new pattern",we should deepen the understanding of the internal logic and connotation ofurban-rural integration green development,and adhere to the correct strategic principle,design the"green"promotion scheme
