摘 要:伴随着"一带一路"倡议的推进,我国与沿线国家和地区在高等教育合作模式和教育区域化、国际化领域进行了大量探索与实践,但仍然面临对地缘差异与文化冲突准备不足、机构之间良性互动效率不高、国家顶层制度设计与系统布局滞后等诸多问题和挑战。"欧洲大学"倡议是当前欧盟高等教育领域的核心政策之一,推动了高等教育机构合作模式的变革。其为人才培养模式创新和教育质量提升厚植沃土,充分利用科技进步和教育现代化发展的红利,但也存在对机构和国家的义务、权利与责任估计不足的风险。建议"一带一路"国家和地区积极培育生态级未来大学合作模式项目,构建和完善高等教育人才培养质量管理体系,大力发展数字教育,积极推进高等教育信息化,开展风险评估以预测和应对合作风险。With the promotion and development of the“Belt and Road”Initiative,a lot of explorations and practices in the fields of regionalization and internationalization of higher education cooperation mode have been carried out between China and the countries and regions along the route.However,there are still many problems and challenges such as insufficient preparation for geographical differences and cultural conflicts,low efficiency of benign interaction between institutions,and lagging design and layout of state top-level system.The European Universities Initiative is one of the core policies of higher education in the current EU,which has promoted the reform of the cooperation mode of higher education institutions.It has also provided fertile soil for the innovation of talent training mode and the improvement of education quality,making full use of the dividend of scientific and technological progress and the development of educational modernization.But there is also the risk of underestimating the obligations,rights and responsibilities of institutions and states.It is suggested that the countries and regions along the route actively cultivate the project of cooperation in future ecological universities,build and improve the quality management system of higher education,train vigorously digital education,actively promote higher education informatization,and conduct risk assessment to predict and deal with risks.
