摘  要:阐述近年来内蒙古大兴安岭地区林业碳汇项目计划试点、交易合作、推广监测、体制建设的发展历程以及取得的初步成效,总结成功的经验与启示。基于内蒙古大兴安岭地区草地碳储量、碳管理、补偿机制发展进程的探讨,分析其在碳汇发展的资源投入、政策支撑以及管理水平等方面存在的问题。以碳汇平台建设经验为基础,为草原碳汇发展提出对策建议:碳汇发展应效仿林业的成功案例,搭建交易平台,对不同主体进行有效激励;政府要加大对基础设施的投资力度,吸引不同市场主体参与;加强草地碳排放核算研究,培养人才;克服草原退化、沙化、火灾等因素制约,提高个人、企业对于节能减排的认识。This paper is mainly about the key state-owned forest bureau of greater Khingan range state-owned forest area of Inner Mongolia in recent years develop forestry carbon sequestration pilot trade cooperative extension project plan and the monitoring system which achieved initial results.Summarizes the successful experience and revelation,at the same time,based on the greater Khingan range state-owned forest area of Inner Mongolia grassl carbon management compensation system development process,analyze its in the carbon resources for the development of policy support and the problems existing in the management level.In the end,on the basis of forest carbon sink platform construction experience,put forward the following countermeasures and suggest for development grassland carbon sink:Carbon sink development should follow the successful case of forestry and build a trading platform to effectively stimulate different players.The government should pay more attention and increase investment in infrastructure.Strengthen grass carbon emission accounting research,training talents;To overcome the constraints of grassland degradation,desertification and fire and improve the understanding of individual enterprises on energy conservation and emission reduction.
