产业集聚对中国工业行业技术创新的影响研究——基于不同环境规制行业的比较

摘　　要：区域产业集聚通过信息外溢促进新知识、新技术的传播,提高技术创新水平。基于中国工业企业2000~2013年的行业层面数据,对我国工业产业集聚与技术创新的关系进行面板回归分析,结果显示,我国工业产业集聚与技术创新整体上呈“倒U”型关系,但如果考虑环境规制因素,产业集聚对不同工业行业技术创新的影响具有异质性。通过门槛回归模型和不同环境规制行业的回归分析发现:在环境规制较弱的阶段和行业,产业集聚对技术创新的正影响最强;在环境规制适中的阶段和行业,产业集聚对技术创新的正影响减弱;在环境规制最强的阶段和行业,产业集聚对技术创新的正影响最弱。因此,我国在经济发展中要重视环境和绿色发展问题,处理好环境对产业集聚技术创新溢出效应的反馈作用。Regional industrial agglomeration promotes the spread of new knowledge and new technology through the informational spillover,and improves the level of technological innovation.Based on the industry level data of China's industrial enterprises from 2000 to 2013,this paper makes a panel regression analysis on the relationship between industrial agglomeration and technological innovation in China.The results show that the relationship between industrial agglomeration and technological innovation is inverted U-shaped,However,if environmental regulation is taken into account,the impact of industrial agglomeration on technological innovation in different industries is heterogeneous.Through threshold regression model and regression analysis of different industries with environmental regulation,it is found that industrial agglomeration has the strongest positive impact on technological innovation in the stage and industry with weak environmental regulation;in the stage and industry with moderate environmental regulation,industrial agglomeration has the strongest positive impact on technological innovation,The positive impact of industrial agglomeration on technological innovation is weakened;in the strongest stage and industry of environmental regulation,the positive impact of industrial agglomeration on technological innovation is the weakest.Therefore,China should pay attention to environmental and green development issues in economic development,and deal with the feedback effect of environment on technological innovation spillover effect of industrial agglomeration.
