摘　　要：科学技术的快速发展不仅拓宽了人类活动的空间,同时也使得国家的利益边界逐渐超越物理疆界的限制,向太空、网络等高边疆领域发展。日本在“多域联合作战能力”概念的指引下,持续强化高边疆安保能力的建设。可以预见,高边疆安保战略将在未来日本的国家安全战略中占据十分重要的位置。为了推动高边疆安保战略的发展,日本从顶层设计入手,构建了完善的制度保障体系,但依然面临人才、资金、技术等方面的挑战。日本推动高边疆安保能力建设不仅会加剧现有的大国竞争,同时将会使中国周边安全环境进一步复杂化,影响中日关系的长远发展。为了减少大国在高边疆领域的对抗,世界主要国家应平等协商,共同参与推动高边疆领域的全球治理,避免高边疆领域的政治化、军事化以及意识形态化倾向的进一步发展威胁人类社会发展的长远利益。The rapid development of science and technology has not only broadened the space for human activities,but also enabled the country’s interests to gradually transcend the limits of physical boundaries and develop into high-frontier areas such as space and the Internet.Under the guidance of the concept of“multi-dimensional comprehensive defense capabilities”,Japan has continued to promote its high frontier security capabilities.It is foreseeable that the high frontier security strategy will occupy a very important position in Japan’s national security strategy in the future.Japan’s promotion of high-frontier security capabilities will not only intensify existing competition among major powers,but also further complicate China’s surrounding security environment and affect the long-term development of Sino-Japanese relations.In order to reduce the confrontation between great powers in the high frontier field,major countries in the world should negotiate on an equal basis and jointly participate in the promotion of global governance in the high frontier field,avoiding further politicization,militarization and ideological tendency of the high frontier field,which will threaten the long-term development of human civilization.
