摘　　要：本文从SWOT理论模型出发,通过文献资料法、逻辑分析法对政府购买公共体育服务在学校体育场馆对外开放中的作用进行研究。结果表明:(1)优势:宏观上实现政府与学校共赢;分工明确与协作统一;专人专事,管理专业化;信息公开透明化,场地使用便捷;减少校方后顾之忧。(2)劣势:政策法规不健全;政策制定“不接地气”;监管机制不健全;受众对象较为单一;购买程序缺乏制度化。(3)机会:政府决策观念的转变;缓解大众多元化体育需求;社会体育组织发展的机遇。(4)威胁:管理者思维固化;各省市经济发展水平不均衡;政府购买服务信息不够公开。Starting from the model of SWOT theory,the paper studies the role of government purchase of public sports services in the opening of school sports facilities through documentary and logical analysis.The results:(1)Strengths:macro-realization of win-win between government and schools;clear division of labor and coordinated cooperation;dedicated personnel,specif ied issues,and professional management;transparency of information,convenient use of venues;relieved schools'worries.(2)Weaknesses:imperfect policies and regulations;"unapproachable"policy formulation;imperfect regulatory mechanism;relatively single audience;lack of institutionalization of purchase procedures.(3)Opportunities:the change of government decisionmaking concept;the diversif ied sports needs of the masses;the opportunity for the development of social sports organizations.(4)Threats:solidif ied thinking of administrators;uneven economic development in each province and city;inadequate access to the government purchase service information.
