摘 要:在功利主义目标导向驱动下,高等教育事业无限性和高等教育管理者任期有限性的"二元悖论"在一定程度上导致高校科研拔尖人才无序流动呈现出抢挖人才狂热化、稳才任务显像化、人才成本畸形化、引才风险扩大化等表征。其根源主要有4个层面:国家层面存在办学同质化、评价模式化、人才工程条块化等;区域层面存在信息不对称、人才待遇上不封顶等;高校层面源于违约追责难、心理预期高、待遇双规制;人才层面源于收入水平、生活保障、工作评价、发展空间等方面。要破解高校科研拔尖人才无序流动的桎梏,需要政府、市场、高校以及人才4个层面的有效联动,探索实施构建扶助机制、补偿机制、培育机制、流动机制,从而促进高校科研拔尖人才科学、合理和有序流动,为新时代破"五唯"和探索现代大学制度提供一泓清泉。Driven by the goal-oriented utilitarianism,the dual paradox of the infinity of higher education and the limited tenure of higher education managers,to a certain extent,leads to the disorderly flow of scientific research talents in colleges and universities presenting representations such as the mania of robbing talents,the imaging of the task of stabilizing talents,the malformation of talent cost,and the expansion of the risk of attracting talents.The root causes are four levels:at the national level,there is homogeneity of school running,evaluation modelling,and talent engineering,etc.;at the regional level,there is information asymmetry,and talent treatment is not capped,etc.;at the university level,it comes from the difficult pursuit of punishment for breach of contract,high psychological expectation and double regulation of treatment;at the level of talents,including income level,living security,job evaluation,and development space.To solve the problem of disorderly flow of top-notch talents in scientific research in universities,it is necessary to effectively link the government,the market,universities,and talents,and to explore and implement the construction of support mechanisms,compensation mechanisms,cultivation mechanisms,and mobility mechanisms,so as to promote the scientific research of top-notch talents in universities,and to break the"Five Only"and explore the modern university system to provide a clear spring in the new era.
