摘　　要：PPP是一种新型的项目融资模式,可以利用私营机构进行项目融资,缓解公共部门融资压力。PPP融资模式与“一带一路”的融合有助于弥补“一带一路”建设所面临的资金缺口问题,但“一带一路”下PPP融资模式发展时间较短,尚不成熟,项目运行中面临许多问题。由此,对“一带一路”下PPP融资的问题,包括融资风险问题、风险分担问题、法律制度问题进行研究,并提出优化“一带一路”下PPP融资模式的路径选择,有助于我国PPP项目的运行。PPP(Public-Private-Partnership)project is a new type of financing model,which can absorb funds from private institutions for project and relieve the pressure of financing for public sector.The combination of PPP financing mode and“The Belt and Road”can help to solve the problem of fund gap which“The Belt and Road Initiative”is faced with.However,the development of PPP financing mode under the“The Belt and Road Initiative”is short and immature.The paper analyzes the problems of PPP financing mode under the“The Belt and Road Initiative”,including financing risk issues,repayment issues,risk sharing issues,legal system issues,and construction and operation issues,and finally puts forward the selection for optimizing PPP financing mode under“The Belt and Road”Initiative,which is helpful to the operation of PPP project in China.
