摘　　要：档案事业的制度化发展是涉档主体在一定的制度框架内,按照依法依规的原则有序处理档案事务与档案社会关系,实现档案事业规范化发展的过程。推进档案事业的制度化发展,符合国家治理现代化的要求,也契合档案事业发展的方向。为了促进“十四五”时期我国档案事业的有序发展,克服档案事业制度化发展中存在的档案制度意识薄弱、档案制度建设相对滞后、档案制度执行力度不足、档案制度监管机制不健全等问题,还需通过加强档案法制宣传、推进档案制度的修改废、完善档案制度运行机制、优化档案制度监管机制等方面,从而明确档案事业制度化发展的政策思路。The institutionalized development of the archival cause is a process that the archivists deal with the archival affairs orderly and realize the standardized development of the archival cause in accordance with the legal principles within a certain system framework.To promote the institutionalized development of the archival cause conforms to the requirements of the modernization of national governance and the direction of the development of the archival cause.In order to promote the orderly development of China's archives during the 14th Five Year Plan period,it is necessary to make clear the policy ideas for the institutionalized development of archives from the aspects of strengthening the publicity of archives legal system,promoting the reform of archives system,improving the operation mechanism of archives system and optimizing the supervision mechanism of archives system,So as to overcome the problems in the institutionalized development of the archives,such as the weak awareness of the archives system,the relatively backward construction of the archives system,the insufficient implementation of the archives system,and the imperfect supervision mechanism of the archives system.
