摘　　要：瓜达尔是中巴经济走廊“1+4”合作布局四大重点之一,也是中巴经济走廊和21世纪海上丝绸之路的共同节点。在新的发展形势下,瓜达尔面临着转型发展的机遇与挑战。巴基斯坦对瓜达尔的发展具有很高的期望,但是瓜达尔目前面临着内生发展动力不足、城市建设基础薄弱等问题。城市总体规划是重要的公共政策,对城市的发展具有重要的指导作用。文章首先对瓜达尔的发展特征及现行规划进行了分析,随后对中巴经济走廊相关内容及巴基斯坦的发展诉求进行了梳理,最后对此次总体规划在规划视野、成果体系、成果逻辑、技术规范、组织方式等方面的实践和探索进行了总结介绍。Gwadar is one of the four key points in“1+4”cooperation layout of the China-Pakistan Economic Corridor,and an important point along the 21st-Century Maritime Silk Road.Holding great expectations from the Pakistan government,Gwadar faces not only opportunities but also challenges in future development.At present,it lacks internal driving forces,well-run urban infrastructure etc.Base on the newly compiled urban master plan of Gwadar,the paper studies the developing feature and current master plan of the city,analyzes the relevant contents of China-Pakistan Economic Corridor,the developmental appeals from Pakistan,and summary with the vision,production system,working logic,technical regulations and organization mode of the master plan.
