摘　　要：联合能力集成和开发系统(JCIDS)是美国国防部采办的三大决策支持系统之一,帮助联合需求监督委员会及其下属机构管理联合作战能力需求项目并对其进行优先级排序。只有识别出能力需求并经过JCIDS过程的验真,才可能启动国防采办过程并为其分配国防经费。本文介绍了JCIDS过程概览、联合作战能力需求的主要审查机构、主要的能力需求文档以及JCIDS过程与其他重要过程之间的交互关系。The Joint Capabilities Integration and Development System(JCIDS)is one of the Department of Defense(DoD)decision support systems,help the Joint Requirements Oversight Council(JROC)and their subordinates manage and prioritize the joint military capability requirements.Only the requirements been identified,assessed and validated in the JCIDS process,allow initiation of capability acquisition activities and appropriation of funding.This paper introduces the JCIDS process,the organizations of the joint military capability requirements,the principal capability requirement documents and the interactions of the processes.
