退役义务兵自主就业经济补贴标准的差异分析——基于基尼系数的测度

摘　　要：义务兵是我国军队的重要组成部分,对退役义务兵自主就业提供经济补贴是保障其权益的重要途径。目前我国将退役义务兵自主就业经济补贴标准的制定权下放到各地,由此形成了种类多样、形式各异的经济补贴标准。以退役义务兵自主就业经济补贴标准为切入点,运用基尼系数从全国总体和地区内部二个维度对这一经济补贴标准进行差异分析。结果显示,这二个维度都存在巨大差异,针对这一问题提出了缩小地区间退役义务兵自主就业一次性经济补贴标准的差异,施行动态的经济补贴标准调节机制以及加强和完善中央转移支付、减轻兵源多的地区财政压力的对策建议。Conscripts are an important part of Chinese armed forces,and it is an important way for guaranteeing retired conscripts’rights and interests to provide economic subsidies for their independent employment.At present,the right to formulate the economic subsidy standard for retired conscripts’independent employment is delegated to the local governments,thus bringing about various different economic subsidy standards.Starting from retired conscripts’economic subsidy standard for independent employment and using Gini coefficient,this paper analyzes the differences in economic subsidy standards from the two dimensions:the whole country,intra-region.The results show that great differences exist in these two dimensions.Aimed at this problem,such countermeasures and suggestions are proposed as reducing the inter-regional differences in retired conscripts’one-off economic subsidy standards for independent employment,implementing dynamic economic subsidy standard adjustment mechanism,strengthening and improving the central transfer payment,and reducing financial pressure of the regions with large military resources.
