摘　　要：注音字母是中国第一套法定拼音方案,它促成了汉语传统记音方式的根本性变革。特定的历史背景下,制定注音字母的社会条件尚未完全成熟,操作过程中产生了各种矛盾与争执,主要体现在基础音系的审定、入声与浊音的存废、声调标注的必要性和字母形式的选择等方面。长期的理论探索与语言实践客观上对传统“读书音”的地位与价值给予了肯定,促进了传统语言学的学科分化与转型。深度解析注音字母制定过程中的核心争议,对语文规划工作具有重要的理论指导意义与现实借鉴价值。National Phonetic Alphabet is the first legal phonetic alphabet scheme in China,which has contributed to the fundamental change of traditional way of denoting pronunciation.In the special historical background,due to the poor social conditions,various controversies have arisen in the formulation of National Phonetic Alphabet.The theoretical exploration and language practice over a long time has given recognition to the position and significance of the traditional way of denoting pronunciation and contributed to the discipline differentiation and transformation of traditional linguistics.A profound study on the core controversies over the formulation of National Phonetic Alphabet can provide a theoretical guidance and practical reference to the planning of Chinese language.
