青海藏区乡镇政权建设与地方治理推进机制研究

摘　　要：加强乡镇政权建设与提升地方治理能力是确保青海藏区社会稳定的政治基础。通过梳理青海藏区乡镇政权建设与地方治理问题研究现状,认为坚持和改善乡镇党委的领导是推进青海藏区乡镇政权建设与地方治理的根本保证,发展壮大集体经济是推进青海藏区乡镇政权建设与地方治理的物质基础,培养高素质的干部队伍是推进青海藏区乡镇政权建设与地方治理的决定因素,提高基层干部依法行政能力是推进青海藏区乡镇政权建设与地方治理的制度保障,牢固树立“三个离不开”和“五个认同”意识是推进青海藏区乡镇政权建设与地方治理的思想条件。Strengthening the construction of township government and improving the ability of local governance are the political basis to ensure the social stability of Tibetan areas of Qinghai.Through combing the research status of the construction of the township political power and the local governance in Tibetan areas of Qinghai Province,this paper holds that adhering to and improving the leadership of the township party committee is the fundamental guarantee to promote the construction of the township political power and the local governance in Tibetan areas of Qinghai,the development and expansion of the collective economy is the material basis to promote the construction of the township political power and the local governance in Tibetan areas of Qinghai,and the cultivation of high-quality cadres is to promote the township government in Tibetan areas of Qinghai.The decisive factor of power construction and local governance is to improve the administrative ability of grassroots cadres in accordance with the law,which is the institutional guarantee to promote the construction of township political power and local governance in Tibetan areas of Qinghai.To firmly establish the consciousness of“three inseparable”and“five identifications”is the ideological condition to promote the construction of township political power and local governance in Tibetan areas of Qinghai.
