城市可持续发展背景下突发公共卫生事件的标准化研究

摘　　要：本文阐述了突发公共卫生事件的定义和特点,结合2019年12月爆发的新冠肺炎疫情,认为有效应对突发公共卫生事件是城市可持续发展的要求与挑战,城市可持续发展也需要发挥标准化这一重要治理工具,并就此提出加强突发公共卫生事件应对的5条标准化对策:加强标准化顶层设计,完善突发公共卫生事件应急管理标准体系;对标国际国外先进标准,开展标准制修订工作,加强国际交流与合作;组织应急管理标准实施,开展公共场所标准化试点示范;开展标准化培训,提高社会公众的标准化认知;加强新技术的标准化运用,助力城市可持续发展。This article explains the definition,causes and characteristics of public health emergencies,combined with the new crown pneumonia outbreak in December 2019,is believed that effective response to public health emergencies is the requirement and challenge for urban sustainable development,and urban sustainable development also requires the use of standardization as an important governance tool.Thus,five standardized countermeasures for strengthening public health emergencies were proposed:strengthening the top-level design,improving the public health emergency management standard system;benchmark international and foreign advanced standards,carrying out standard formulation and revision work,strengthening international exchanges and cooperation;organizing the implementation of emergency management standards,carrying out standardization pilot demonstrations in public places;carrying out standardization training to improve the public’s awareness of standardization;strengthening the standardized application of new technologies to improve urban sustainable development.
