摘 要:针对近年来国内外大停电事故频发问题,如何发挥储能提升电网安全性的潜力,在输储规划阶段考虑多重故障带来的影响值得关注。为解决线路攻击造成的最恶劣故障情况下输电网扩展规划问题,建立了考虑N-K故障的规划-攻击-防御三层输储协同规划模型。该模型将规划问题划分为规划层、攻击层和防御层,针对各层不同决策行为特性进行建模,实现了年费用和失负荷最小的目标。采用列与约束生成算法对该模型进行求解,将三层模型转化为双层混合整数线性规划问题,并针对Garver-6节点系统和IEEE RTS-24节点系统进行算例分析。算例结果表明,所提输储协同规划方法满足了最恶劣N-K故障时的供电需求,验证了所提方法的合理性和有效性。Aiming at the frequent occurrence of major power outages at home and aboard in recent years,it has become a focus on how to improve the safety of the power grid by using the potential of energy storageand considering the impact of multiple faults during the transmission and storage planning stage.To solve the problem of transmission network expansion planning(TNEP)under the worst fault conditions caused by line attacks,this paper establishes a planning-attack-defense three-layer joint transmission-storage planning model considering N-K contingencies.The model divides the planning problem into a planning layer,an attack layer,and a defense layer,and models the different decision behavior characteristics of the three layers respectively to achieve the goal of minimal annual cost and load loss.Then a column-and-constraint generation(C&CG)algorithm is applied to solve the model,transforming the three-layer model into a two-layer mixed-integer linear programming problem,and the simulation cases are adopted in both the Garver-6 node system and the IEEE RTS-24 node system.The results show that the proposed joint transmission-storage planning method can well meet the demand for power supply during the worst N-K contingencies,thus the rationality and effectiveness of the proposed method are verified.
