摘　　要：风险社会日趋常态化背景下,弹性理论发展经历了从一元弹性到多元弹性的发展演变,弹性理论应用从最初的自然科学到社会科学领域直至被交叉学科青睐,用于提高风险管理的有效性。受社会环境的影响,社区治安管理面临着新的风险和压力。从弹性社区的优势、全球治理下移、社区警务的发展三个方面论证了社区治安弹性研究更加契合风险社会治理新常态的需求。在社区灾害弹性、城市弹性等概念启发下,分析了社区治安弹性发展的理论依据,构建了社区治安弹性概念。在此基础上提炼出影响社区治安弹性的关键因素,为促进治安风险管理水平的提高提供理论支持和实践参考。With the risk society gradually becoming normalized,the theory of resilience has developed from original cognition into multi-resilience,which is not only applied to natural science,social science but cross-disciplinary as well risk management.With the social context changing,there's new risk and pressure exposed to community policing.Based on advantage of resilient community,global governance's moving down,and development of community policing,community resilience to illegality is justified for the requirement of risk society governance.Inspired by the heuristic concepts as community resilience to disaster and city resilience,the concept of community resilience to illegality is built and analyzed,based on which critical factors are summarized and analyzed to improve comparative assessments of resilience at community level.
