药学服务转型与健全医保付费体系的关系探索

摘　　要：目的探索药学服务转型与医保付费的关系,为促进深圳地区药学发展和医保付费提供参考建议。方法对我国药学服务内容、行业规范、考核标准和付费情况现状进行分析,探索医保付费与药学转型的关系。结果药学服务中药事服务费设立条件成熟,可先行试点医保付费,临床药学服务尚待完善相关行业规范和考核标准。结论实行区域性的药学服务付费是目前行之有效的方法,如能创新思路,以医保付费机制引导药学服务的发展,逐步建立健全的医保付费体系,将全面改变药学服务格局。OBJECTIVE To explore the relationship between pharmaceutical care transformation and medical insurance payment,and to provide some suggestions for promoting pharmaceutical development and medical insurance payment in Shenzhen.METHODS The servicecontents,industry standards,assessment standards and payment status of pharmaceutical care in China were analyzed to explore the relationship between medical insurance payment and pharmaceutical transformation.RESULTS The conditions wereripe for the establishment of pharmacy service fee,and medical insurance payment would be piloted firstly.CONCLUSION Implementing regional payment for pharmaceutical care is an effective method at present.If we can innovate ideas,guide the development of pharmaceutical care with medical insurance payment mechanism,and gradually establish a sound medical insurance payment system,we will comprehensively change the pattern of pharmaceutical care.
