摘　　要：中国特色民族事务治理体系和治理能力的现代化是国家治理体系和治理能力现代化的重要构成部分,应遵循国家治理总体布局来构建中国特色民族事务治理体系和治理能力现代化第三方公开排序综合考核评价指数体系。在全面阐述中国特色民族事务治理现代化理论分析框架的基础上,基于“五位一体”的总体布局,中国特色民族事务治理体系和治理能力现代化第三方公开排序综合考核评价指数体系应包括团结和谐指数、繁荣富强指数、幸福满意指数、民生福祉指数、美丽健康指数这5个维度的一级指标,以及若干的二级指标和三级指标,并遵照数据使用、数据采集、数据分析、打分赋值、加权系数、公开排序等原则确定流程予以实施,以发挥方方面面的积极作用,汇聚强大合力,推动中国特色民族事务治理体系和治理能力现代化的创新发展。The modernization of governance system and capacity of ethnic affairs with Chinese characteristics is one important part of the modernization of national governance systems and capaci⁃ties.It is necessary to follow the overall layout of national governance to build a third-party open ranking and comprehensive assessment and evaluation index system regarding the modernization of governance system and capacity of ethnic affairs with Chinese characteristics.In this paper,upon theoretical framework of elaborating the modernization of ethnic affairs with Chinese characteristics and the general principle of"Five-in-One",five-dimension level 1 indexes should be included in the index system:the index of unity and harmony,the index of prosperity and strongness,the index of happiness and satisfaction,the index of people's livelihood and well-being,and the index of beauty and health.The index system also includes a number of level 2 and level 3 indexes.We should also follow such rules as data use,data collection,data analysis,score and evaluation,weighting coefficient,open ranking and et al.to determine the implementing process,so as to exert every aspect's positive function,to form strong joint forces,and to promote the innovative develop⁃ment of the modernization of governance system and capacity of ethnic affairs with Chinese charac⁃teristics.
