摘　　要：应急指挥决策是应急管理的核心,关乎应急处置的方向与成败。当前,我国应急指挥决策机制已逐步建立。然而还存在机构运转有时失灵、指令的权威性较弱、指令的科学性难以保证等问题。究其原因,主要在于指挥决策体系层次不畅、指挥决策机构职权不清、机构成员组成专业性不强、情报收集较为被动等四个方面。对此可从理顺应急指挥决策的组织体系、推进应急指挥决策机制的标准化建设、完善应急指挥决策机制的支持系统三方面予以优化。Emergency command and decision-making is the core of emergency management,and it is related to the direction and success of emergency response.Currently,my country's emergency command and decision-making mechanism has been gradually established.However,there are still problems such as sometimes failure of the organization's operation,weak authority of instructions,and difficulty in ensuring the scientific nature of instructions.The reasons for this are mainly in four aspects:the poor level of the command and decision-making system,the unclear powers of the command and decision-making body,the lack of professionalism in the composition of the agency members,and the passive intelligence collection.This can be optimized from three aspects:straightening out the organizational system of emergency command and decision-making,promoting the standardization of emergency command and decision-making mechanism,and improving the support system of emergency command and decision-making mechanism.
