大变局下英美霸权转移的路径及其启示——以美国国际战略为中心的考察

摘　　要：19世纪中后期至20世纪中叶,第二次科技革命、两次世界大战和全球殖民体系的瓦解,使世界格局和国际秩序发生重大变化。面对前所未有的世界变局,美国根据国际局势与国家实力对比的变化,通过制定和实施有效的国际战略,在赢得世界霸权的同时避免与守成国陷入“修昔底德陷阱”。美国国际战略的谋划和实施能力,为其赢得世界霸权发挥了重要作用。英美霸权转移的过程表明,制定并实施与国家实力相匹配的国际战略,妥善处理与守成国之间的关系,把握国际机遇,善用巧实力,对国际大变局下的大国成长至关重要。From the middle and late 19th century to the mid-20th century,with the happening of the second scientific and technological revolution,the outbreaking of two world wars and the collapsing of the global colonial system,the world pattern and international ordercaused has changed rapidly.In the face of unprecedented changes in the world,according to the comparison of international situation and national strength,the United States formulated and implemented effective international strategies to avoid falling into the“Thucydides trap”with the established power while winning the world hegemony.The capacity of formulating and implementing the international strategy of the United States played an important role in winning the world hegemony.The process of the hegemony transfer from British to the United States has showed that,it is of great importance for growth of a great power to formulate and implement the international strategy matching with the national strength,properly handle the relationship with the established power,grasp the international opportunities and make good use of the smart power.
