摘　　要：信访听证制度是以人民为中心的信访工作理念的具体体现,是依法处理信访问题的程序性法律制度。从“以人民为中心”的角度探索全新的依法信访背景下的新时代信访工作处理机制,深入剖析我国地方信访听证工作实践,力求在以人民为中心的信访制度改革进程中,提出完善我国信访听证制度的路径。现阶段,信访听证的适用范围界定不明、办理听证和复核听证的关系尚不清晰、信访听证结论的法律效力问题、信访听证组织者和主持人的中立性存疑等诸多不足之处亟待针对性解决。在以人民为中心的信访工作理念指导下,在深入全面依法治国的进程中,用法治化手段完善信访听证制度,是符合我国信访制度改革实际的最佳选择。The system of complaint reporting hearing is the practitioner of the people-centered concept of complaint reporting,and it is a procedural legal system to deal with the problem of complaint reporting according to law.From the perspective of people-centered,this paper explores a new handling mechanism of complaint reporting work in the new era under the background of complaint reporting according to law,makes an in-depth analysis of the working practice of local complaint reporting hearings in China,and tries to put forward the improvement path of the complaint reporting hearing system in China in the process of the reform of the people-centered complaint reporting system.At present,the scope of application of the petition hearing is unclear,the relationship between the handling of the hearing and the review hearing is not clear,the legal effect of the conclusion of the petition hearing,the neutrality of the petition hearing organizers and the moderator of the question,and many other shortcomings need to be addressed.Under the guidance of the people-centered concept of petition work,it is the best choice to perfect the petition hearing system by means of the rule of law in the process of deepening the rule of law in China.
